Implements the M3-frontend slice of the §22 multi-project track, per
docs/superpowers/specs/2026-06-03-m3-frontend-design.md (design merged in
#10). Completes the runtime-config cut 0.33.0 (M3-backend Plan A) began.
Frontend:
- DeploymentProvider boots GET /api/deployment → {name, tagline,
defaultProjectId, projects}; brandTitle() neutral 'RFC' pre-fetch fallback.
- /p/:projectId/* routing with generic /e/<slug> segment. ProjectLayout
fetches /api/projects/:id, applies per-project theme (reset on switch),
provides ProjectContext, guards the corpus (served only for the default;
others get NotServedPlaceholder — decouples this slice from Plan B).
- Directory at / (2+ projects) with N=1 redirect into the single project;
ProjectSwitcher in deployment chrome; entry-noun by project type.
- VITE_APP_NAME hard cut: removed from vite.config + index.html; the 6 brand
reads now use deployment.name via context; static <title>RFC</title> + JS
document.title. Internal /rfc·/proposals links → /p/<project>/e|proposals
via lib/entryPaths.
Backend:
- GET /api/deployment returns default_project_id (the guard contract).
- Server-side 308s: /rfc/<slug>, /rfc/<slug>/pr/<n>, /proposals/<n> →
/p/<default>/… . nginx (testing + prod) routes /rfc/ and /proposals/ to
the backend.
Tests: 3 new backend redirect/deployment tests (438 pass); Vitest unit for
DeploymentProvider, ProjectLayout (theme/guard/404), Directory (11 pass);
clean build with no VITE_APP_NAME. Playwright e2e deferred until Tier-1 seeds
a registry (see CHANGELOG 0.35.0 step 5).

After a successful OTC sign-in, a contributor can set a passcode
(4-20 characters, bcrypt-hashed) and use email + passcode for
subsequent sign-ins. OTC remains the structural fallback: five
consecutive failed verifies lock the passcode path for 15 minutes
(HTTP 423), and a forgotten passcode is recovered by requesting a
fresh code. Migration 015_passcode.sql adds four nullable columns
to the users table; existing rows pass through as OTC-only and can
opt into a passcode from a new Sign-in tab in /settings/notifications.
The /login surface is extended to a five-step flow (email → either
passcode or OTC code → optional post-OTC passcode offer → optional
set-passcode). SPEC corrections per §19.3 rule 2: §6 names the
three auth paths, §14.1 documents the stepped login flow, §17 lists
the four new /auth/passcode/* endpoints, §19.2 surfaces four new
candidates and refreshes the cross-refs.

Roadmap item #11. Ships the non-modal bottom-of-page cookie consent
banner, the default /privacy and /cookies policy pages, the
`cookie_consent` table + two §17 endpoints for server-side persistence,
the localStorage fallback for anonymous viewers, the /settings
"Privacy & cookies" tab for revisiting the choice, and the
`frontend/src/lib/consent.js` helper that roadmap item #13's analytics
SDK (v0.15.0) will gate against. No analytics SDK ships in this release
— the consent infrastructure goes in first so the gate is already in
place. Adds SPEC §14.5 / §14.6, lists two new endpoints in §17, names
the new table in §5, and surfaces four §19.2 candidates (content-repo
file vs env-var policy, GPC / DNT headers, i18n, item-#13 dependency).
Two new optional env vars (`VITE_PRIVACY_POLICY_URL`,
`VITE_COOKIES_POLICY_URL`) — defaults render the framework's stub
pages.

§14.1 richer landing, §14.2 /philosophy route (disk-backed), §14.3
persistent About link. /settings/notifications surfaces Slice 6's
preferences/quiet-hours/mute/watches endpoints. /admin home base
consolidates role management, the §6.2 write-mute, the audit-log
viewer, the permission-events log, and the §13.2 graduation queue.
Backend: backend/app/philosophy.py, backend/app/api_admin.py (seven
admin endpoints + user-search), GET /api/users/me/notification-mutes.
Frontend: Landing.jsx (deck), Philosophy.jsx, NotificationSettings.jsx,
Admin.jsx, App.jsx routing for the chrome surfaces.
Tests: backend/tests/test_chrome_vertical.py — 13 cases. Full suite
75/75 green.
Spec corrections: §14.2 (PHILOSOPHY.md source is a deployment-time
decision), §17 (admin block extended to name the seven new endpoints
+ user-search and notification-mutes read). §19.1 rewritten for
Slice 8 hardening; §19.2 grew four candidates (owner succession,
mute-from-actor, the "Following since <date>" disclosure, audit-log
row prose).
