`make sim-local` called bare `python`, which isn't on this box's PATH (only
python3 / .venv/bin/python exist) — so it failed instantly and "couldn't connect"
to the server. Resolve PYTHON to the venv interpreter, falling back to
python3 then python.

Per docs/superpowers/plans/2026-06-04-experience-simulator.md Task 6.
Dockerfile also copies tools/ (a declared setuptools package) so the
editable install resolves inside the image; the plan's Dockerfile omitted it.
